Every time I try to download it. it keeps on saying “Failed. Forbidden” do i even have permissions to this download? and it keeps on staying at 200 kilobytes. i tried to download this 5 times and didn’t work.

Are you downloading it from the official GDevelop website?
EDIT: I read the Google troubleshooting guide and it say that you didn’t give the website permission to download files
