How do I render the visibility of objects that are on a different layer and are not on the screen

I was playing around with things on g develop and was getting really confused and started wondering if g develop was glitching on me. However, I realized that if I start the game and change the position of the camera to a different area or object that isn’t on the screen (like teleportation ) , then any objects that are not on the base layer are not visible for some reason and I don’t know why. I’m not sure if anybody else noticed this but I’m wondering if there’s a way to fix this. I would like to know more details about how resolution works and things like that as well and I apologize if my question was weird in some way. Anyways, any answer is appreciated.

Each layer has a unique camera. If you are using multiple layers and only move the base layer camera, the other layers will not move. Meaning the objects on those layers will seem to be in a static position
